The main narrative of Hosea is that the people of Israel have rejected God and gone their own way, that they don't follow God and so they will experience God's judgement. But God is not actually a God that wants to punish, (He will if He has to) but is looking to actually save the Israelites from the things they've done wrong and the predicament they find themselves in.
Explain to the children in simple terms that just like Israel we sometimes do things wrong. God doesn't like sin but he does love us. So he says to the Israelites in their story, and to us, that if we turn to him and stop doing the naughty things, that he will save us forgive us for the bad things we've done.
God saves us!
